Summary:
The KEMCON Industrial Hygiene (IH) Services Manager
is a full time, salaried health and safety professional with extensive
experience in IH programs in an industrial aerospace environment. The IH
Manager leads a team of 25 IH professional and supports operations by
developing, approving and administering IH program plans and related procedures
to ensure the safety of our work force and the environment.
The IH Manager is responsible for training,
supervising, prioritizing and managing the work of a team of environmental
health professionals, including Industrial Hygienists and represented
Environmental Health Specialists, to support IH projects and programs.
The IH Manager provides technical expertise with
regard to IH programs such as: planning and conducting training; managing
workforce proficiency; developing and approving hazard analyses and mitigation
strategies within the requirements of approved plans and policies; supporting
project cost controls with regard to IH labor and procurement actions;
investigating project incidents; documenting compliance through the use of
inspections, audits and industrial hygiene sampling; evaluating employee IH
concerns; conducting team meetings; reviewing and approving specified IH
Contract submittals.
The IH Manager, keeps leadership informed of
activities in support of IH programs and changes in conditions which could
impact established hazard controls and project management in general (e.g.,
quality, schedule, budget).
Duties/Responsibilities:
Supervisor activities include: Overall
management responsibility for the Industrial Hygiene activities, technical and
administrative oversight, work planning, staffing, training, performance
evaluation, discipline, time reporting, policy and procedural direction within the
applicable Environmental Health performance work statements.
Coordinate project tasks with KEMCON
Industrial Hygienists and Specialists, partner contractor, and NASA
organizations, addressing proposed activities, resources and preparation for
safe operations.
Communicate effectively with customer
representatives, regulators, and other external or third parties. Serve as the
KEMCON technical representative with regard to industrial hygiene program activities,
priorities, risks, and communications with customers and stakeholders.
Must be knowledgeable and
proficient in the use and application of relevant IH program components defined
in KEMCON, NASA and Department of Defense procedures, including but not limited
to: industrial hygiene, respiratory protection, personal protective equipment,
confined space entry, fall protection, heavy equipment operations. The IH
Manager must have a broad understanding of EPA, OSHA and MSHA regulations. The IH
Manager must also be certified in industrial hygiene and/or safety and demonstrate
special knowledge and abilities commensurate with their certification.
Demonstrate a high degree of
leadership with regard to IH process, operational excellence, company values, and
performance standards and possess: Good interpersonal skills, relationship
building, and excellent oral and written communication skills as well as proven
ability to manage more than one priority at a time. Proven ability to make
independent as well as collaborative decisions in the scope of daily duties.
Must have strong initiative. Must be able to effectively set own schedule based
on competing demands among projects, customers, and skill sets.
Supervise, train and professionally
develop environmental health personnel.
Effectively oversee and integrate
the functions of other health and safety professionals assigned as described in
various health and safety plans and NASA policies and procedures.
Foster opportunities to improve
project performance with regard to Industrial Hygiene program execution, client
expectations, project quality, and project value for IMSS and customers.
Estimate personnel and budget requirements
as necessary.
Assign work and ensure work
completion in accordance with quality assurance program plan and KEMCON
performance standards. Ensure contract
delivery dates are achieved.
Interpret and verify consistent
application of organizational policies.
Provide guidance and direction to
subordinate employees.
Conducts briefing, crew meetings
and safety meetings as required.
Ensures compliance with Federal, State, local, NASA,
and Air Force laws, regulations and requirements; and KSC/CCAFS energy
management conservation regulations, collective bargaining agreements,
security, safety, and other specialized programs or contractual requirements
relating to the business of this branch, working within the limits of
established policy.
This classification may include
managing hazardous materials or other environmental responsibilities.
Qualifications:
The IH Manager is an experienced professional with
experience both in professional areas as well as aerospace applications of IH
capabilities.
Knowledge and experience with Maximo is highly
desired.
Must possess working knowledge of
current terminology, which is applicable in area of responsibility.
Must possess ability to handle
information of a confidential nature.
Must possess ability to interpret regulatory intent
applicable to assigned area of responsibility.
Must possess working knowledge of specialty segments
of the business along with specific work processing, database and financial
computer systems.
Must possess excellent oral and
written communication skills.
Education/Experience:
The IH Manager must have a Bachelor’s degree in a
specified discipline such as Chemistry, Environmental Science, Industrial
Hygiene, and/or Public Health with a minimum of fifteen (15) years of relevant
professional experience (e.g., industrial hygiene and/or safety). A minimum of
five (5) years of relevant NASA and/or aerospace industry experience highly
desired.
Certification by the American Board of Industrial
Hygiene (ABIH) in comprehensive practice or eligible for the exam is highly
desired.
Working Conditions:
Must thrive in a team atmosphere and effectively work with all levels
of employees. Employee must be able to
successfully complete Occupational Health Physical Assessments and conduct
field activities in an active Spaceport as routinely required. General office environment may require minor
lifting and bending.
Normal daily work week schedule with the ability to work evenings,
weekends when necessary.
Complies with all Company safety policies and site-specific safety
procedures. Must be willing to ensure safe operating conditions within all
areas of responsibility and identify, act and report on areas of safety or
hazard concerns.
